Refinaria Landulpho Alves, na Bahia, foi vendida para fundo \u00e1rabe<\/h2>\n<\/div>\n

A\u00a0Petrobras\u00a0vendeu a Refinaria Landulpho Alves, na Bahia, em novembro de 2021, por um pre\u00e7o abaixo do mercado, segundo relat\u00f3rio da Controladoria Geral da Uni\u00e3o (CGU).<\/p>\n

O empreendimento, agora chamado de Refinaria de Mataripe, foi vendido por US$ 1,65 bilh\u00e3o (R$ 8,08 bilh\u00f5es pelo c\u00e2mbio atual) ao fundo Mubadala Capital, parte da Mubadala Investment Company, empresa de investimentos de Abu Dhabi pertencente \u00e0 fam\u00edlia real dos Emirados \u00c1rabes Unidos.<\/p>\n

A CGU n\u00e3o afirmou categoricamente que houve preju\u00edzo econ\u00f4mico na venda da refinaria, mas questionou o timing do neg\u00f3cio, sugerindo que a Petrobras poderia ter esperado a recupera\u00e7\u00e3o dos pre\u00e7os do petr\u00f3leo no mercado internacional.<\/p>\n

A venda ocorreu em um per\u00edodo de “tempestade perfeita”, marcado por incertezas econ\u00f4micas e volatilidade causada pela pandemia, cen\u00e1rios pessimistas para o crescimento econ\u00f4mico no final de 2021 e margens de lucro sens\u00edveis, resultando em uma maior perda de valor.<\/p>\n

A CGU destacou problemas na utiliza\u00e7\u00e3o de cen\u00e1rios como base para decis\u00f5es, apontando falta de medi\u00e7\u00e3o realista de probabilidades em eventos futuros. Tamb\u00e9m questionou a aplica\u00e7\u00e3o de metodologias n\u00e3o anteriormente utilizadas para vendas de estatais brasileiras.<\/p>\n

Sugest\u00f5es da CGU incluem a considera\u00e7\u00e3o de duas op\u00e7\u00f5es em situa\u00e7\u00f5es de grande incerteza: aguardar a estabiliza\u00e7\u00e3o do cen\u00e1rio futuro ou realizar uma avalia\u00e7\u00e3o \u00fanica, ajustando premissas operacionais e de pre\u00e7os.<\/p>\n

A Petrobras defendeu o uso de cen\u00e1rios como uma pr\u00e1tica comum e apropriada, reconhecendo suas limita\u00e7\u00f5es, mencionando que as proje\u00e7\u00f5es foram consistentes, mas ressaltou a dificuldade adicional causada pela pandemia na an\u00e1lise. A empresa concordou em avaliar melhorias sugeridas, como a inclus\u00e3o de medi\u00e7\u00e3o de probabilidade em futuras an\u00e1lises.<\/p>\n

A divulga\u00e7\u00e3o do relat\u00f3rio da CGU reacendeu suspeitas sobre presentes dados pelo governo dos Emirados \u00c1rabes Unidos ao ex-presidente\u00a0Jair\u00a0Bolsonaro\u00a0em outubro de 2019 e novembro de 2021, coincidindo com o m\u00eas da venda da refinaria.<\/p>\n<\/div>\n

O ex-presidente devolveu um fuzil e uma pistola dados pelos Emirados, ap\u00f3s decis\u00e3o do TCU. A\u00a0Pol\u00edcia Federal\u00a0investiga joias e esculturas recebidas em duas viagens oficiais, em 2019 e 2021, incluindo um rel\u00f3gio cravejado de diamantes, esmeraldas e rubis, um incens\u00e1rio em madeira dourada e tr\u00eas esculturas ornamentadas.<\/p>\n

As investiga\u00e7\u00f5es levaram o ministro da Advocacia-Geral da Uni\u00e3o, Jorge Messias, a mencionar uma poss\u00edvel conex\u00e3o entre a venda da refinaria e o recebimento dessas joias. O ministro da CGU, Vinicius Marques de Carvalho, informou que a auditoria sobre a venda est\u00e1 com a Pol\u00edcia Federal. O ex-presidente Bolsonaro, em mar\u00e7o do ano passado, defendeu que a privatiza\u00e7\u00e3o foi aprovada pelo TCU.<\/p>\n
