Legislativo deve manter emendas de R$ 48 bilh\u00f5es e meta de d\u00e9ficit zero<\/h2>\n<\/div>\n
\n

O Congresso Nacional deve votar neta ter\u00e7a-feira (19) a Lei de Diretrizes Or\u00e7ament\u00e1rias (LDO) de 2024, j\u00e1 aprovada na Comiss\u00e3o Mista de Or\u00e7amento,\u00a0que estabelece as bases para o or\u00e7amento do pr\u00f3ximo ano. O texto\u00a0mant\u00e9m a meta de atingir um d\u00e9ficit fiscal zero, conforme proposto pelo governo e defendido pelo Ministro da Fazenda, Fernando Haddad.<\/p>\n

O\u00a0projeto tamb\u00e9m conta com R$ 48 bilh\u00f5es em emendas parlamentares, dos quais R$ 37 bilh\u00f5es s\u00e3o destinados a pagamentos obrigat\u00f3rios. As emendas de comiss\u00e3o, avaliadas em R$ 11 bilh\u00f5es, foram removidas do calend\u00e1rio obrigat\u00f3rio de gastos.<\/p>\n

O\u00a0Sistema S tamb\u00e9m foi exclu\u00eddo do or\u00e7amento ap\u00f3s uma controv\u00e9rsia envolvendo empres\u00e1rios do setor. O Sistema S \u00e9 o que conta com SESC, Senai, Senac, etc.<\/p>\n

Na vota\u00e7\u00e3o de hoje, tanto deputados quanto senadores precisam aprovar a LDO. O valor das emendas individuais est\u00e1 estabelecido em R$ 25 bilh\u00f5es, enquanto as emendas de bancada somam R$ 12 bilh\u00f5es, conforme indicado pelo relator. O relat\u00f3rio define prazos para o encaminhamento, an\u00e1lise e aprova\u00e7\u00e3o de projetos pelos minist\u00e9rios.<\/p>\n

Meta de d\u00e9ficit<\/h3>\n

A LDO mant\u00e9m a meta fiscal de d\u00e9ficit zero, permitindo um desvio de at\u00e9 R$ 28 bilh\u00f5es no objetivo inicial. Ou seja, se o governo registrar um preju\u00edzo dentro dessa margem, ainda ser\u00e1 considerado que a meta foi cumprida.<\/p>\n

Qualquer altera\u00e7\u00e3o nessa meta s\u00f3 poder\u00e1 ser efetuada em mar\u00e7o do pr\u00f3ximo ano, quando as contas do governo ser\u00e3o reavaliadas. A manuten\u00e7\u00e3o da meta de d\u00e9ficit zero vai de encontro \u00e0 press\u00e3o pol\u00edtica, especialmente em ano eleitoral, para impulsionar obras, principalmente as do Programa de Acelera\u00e7\u00e3o do Crescimento (PAC), e evitar cortes or\u00e7ament\u00e1rios que possam afetar as a\u00e7\u00f5es governamentais.<\/p>\n

O Ministro da Fazenda, Fernando Haddad, declarou no in\u00edcio desta semana que adotar\u00e1 novas medidas de arrecada\u00e7\u00e3o, se necess\u00e1rio. O governo estima a necessidade de angariar at\u00e9 R$ 168 bilh\u00f5es para alcan\u00e7ar a meta.<\/p>\n

Sobre o contingenciamento, o relator do projeto da LDO de 2024, Deputado Danilo Forte (Uni\u00e3o-PB), aceitou uma proposta que, na pr\u00e1tica, atende ao governo Luiz In\u00e1cio Lula da Silva, limitando a R$ 23 bilh\u00f5es o bloqueio de despesas no Or\u00e7amento do pr\u00f3ximo ano. Inicialmente, o relator havia afirmado que n\u00e3o seria vi\u00e1vel restringir o bloqueio a R$ 23 bilh\u00f5es conforme emenda apresentada pelo l\u00edder do governo no Congresso Nacional, Randolfe Rodrigues (sem partido-AP), mas acabou por ceder.<\/p>\n
