O presidente comentou o veto \u00e0 desonera\u00e7\u00e3o da folha pela primeira vez, durante sua viagem \u00e0 Ar\u00e1bia Saudita<\/h2>\n

“Eu vetei uma lei\u00a0e o veto pode ser derrubado\u00a0, mas eu acho que a gente n\u00e3o pode fazer apenas a desonera\u00e7\u00e3o sem dar contrapartida aos trabalhadores. A empresa deixa de contribuir sobre a folha e o trabalhador ganha o qu\u00ea? N\u00e3o tem nada escrito que vai ganhar um real a mais em seu sal\u00e1rio\u201d, disse o presidente Lula (PT) ao comentar, pela primeira vez, sua decis\u00e3o de vetar o Projeto de Lei para desonera\u00e7\u00e3o da folha de pagamento.<\/p>\n

A declara\u00e7\u00e3o foi feita durante uma entrevista concedida durante uma viagem do presidente brasileiro \u00e0 cidade de Riade, na Ar\u00e1bia Saudita. Lula tamb\u00e9m ressaltou que, ao contr\u00e1rio do que dizem os cr\u00edticos do veto integral, a proposta n\u00e3o tinha potencial algum de gera\u00e7\u00e3o de novos empregos, pois o texto do projeto n\u00e3o falava nada sobre gerar postos de trabalho.<\/p>\n

Na mesma ocasi\u00e3o, Lula tamb\u00e9m disse que o ministro da Fazenda, Fernando Haddad, vai propor uma alternativa ao texto\u00a0\u00a0aprovado pelo Congresso\u00a0que tamb\u00e9m determine algum benef\u00edcio para os trabalhadores a partir de di\u00e1logos com \u00f3rg\u00e3os do governo, empres\u00e1rios e lideran\u00e7as sindicais.<\/p>\n

Entenda a proposta<\/h3>\n

O projeto aprovado pelo Legislativo determinava a prorroga\u00e7\u00e3o da desonera\u00e7\u00e3o (redu\u00e7\u00e3o da cobran\u00e7a de impostos) da folha de pagamento de sal\u00e1rios para empresas de 17 setores da economia.<\/p>\n

A iniciativa adotada\u00a0em 2022 –\u00a0\u00a0e prorrogada por\u00a0Bolsonaro\u00a0at\u00e9 este ano – permitia que empresas substitu\u00edssem a contribui\u00e7\u00e3o da Previd\u00eancia Social, de 20% sobre os sal\u00e1rios dos empregados, por um pagamento sobre a receita bruta, de 1% a 4,5%, sem prever nenhuma contrapartida.<\/p>\n

O problema \u00e9 que al\u00e9m de custar cerca de R$9,4 bilh\u00f5es por ano aos cofres p\u00fablicos, a aprova\u00e7\u00e3o dessa lei provocaria uma ren\u00fancia de receita sem nenhum indicativo de compensa\u00e7\u00e3o, o que \u00e9 inconstitucional.<\/p>\n
